Purpose:

This report will ask Cabinet to waive contract rules to enable the award of a number of contracts to provide a peer mentoring project and 'roll on roll off' programmes of 4 week courses for Medway students.

Decision:

350/2004 The Cabinet agreed to authorise the Director of Education and Leisure to enter into contracts with Medway Mediation, Medway Education Business Partnership and Mid-Kent College to provide the Inclusion in Learning project without going through a quotation or tendering process in accordance with paragraph 7(a) of the Council's contract rules as set out in section 3 of the report.

Reasons for the decision:

This decision will enable the project to start in Medway from September. If the programme does not start in Medway schools at the beginning of September there is a significant risk of losing the European Social Funding.In the event of the project being delayed or cancelled, Medway Council's capacity to reduce the number of exclusions will be seriously impaired and the implementation of the Behaviour Support Plan put at risk.
