Purpose:

To award the First Point of Contact contract and approve the necessary expenditure.

Decision:

The Cabinet endorsed the recommendations of the Finance and Performance Management Overview and Scrutiny Committee.
The Cabinet approved the agreement for First Point of Contact with Deloitte.
The Cabinet agreed the release of capital and revenue, as set out in the report, to take the programme forward.
The Cabinet noted the programme management arrangements set out in paragraph 5.6 of the report.
The Cabinet delegated any necessary contract finalisation details to the Chief Executive, in consultation with the Front Line Task Force Portfolio Holder.

Reasons for the decision:

When tenders were evaluated and reported to Cabinet on 14 October 2003 the results showed that the Deloitte submission was the best in terms of cost and quality.Following the appointment of Deloitte as the Council's preferred partner, as is usual in the negotiated route for procurement, the Council completed formal negotiations and arrived at an agreement for the delivery of services for First Point of Contact. Awarding the contract to Deloitte will bring about an affordable step change improvement in the Council's customer services and help to put the Council's customers at the heart of everything the Council does.
