Purpose:

This report seeks Cabinet approval to waive the contract rules to enable the Council to appoint an external firm to monitor the infrastructure works for the Rochester Riverside project. This report was tabled at Cabinet on 28 June with the relevant agreements of the Chairman of the Environment and Front Line Servies Overview and Scrutiny Committee.

Decision:

156/2005 The Cabinet agreed to waive the contract rules and appoint Halcrow to monitor the infrastructure works. The cost of the appointment is detailed in the exempt report. NOTE: Call-in powers do not apply to this decision, in accordance with rule 16.11 of chapter 4, part 5 of the Constitution.

Reasons for the decision:

There is a need to urgently appoint the 'employer representative' to monitor the main infrastructure works. The Council has relied on SEEDA's procurement procedures and it is therefore necessary to waive the Council's contract rules
