Older Persons' Plan

Decision Maker: Cabinet

Decision status: Decision made

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

This report will take forward the proposals for the Older People's Delivery Plan.

Decision:

59/2005 The Cabinet noted the progress made with the recommendations from the Cabinet meeting on 20 July 2004.
60/2005 The Cabinet endorsed the submission of the Expression of Interest to the Office of the Deputy Prime Minister Non HRA Housing PFI Credits for £8.5m, submitted on 28 January 2005, for the supported accommodation component of the Shaws Wood redevelopment.
61/2005 The Cabinet endorsed the submission of the Expression of Interest to the Department of Health for Social Care PFI Credits for £17m, submitted on 11 March 2005, for the social care component of the Woodlands and Shaws Wood development.
62/2005 The Cabinet approved officers continuing to develop Woodlands and Shaws Wood based on the LIFT option as the most appropriate route but continuing development of alternative procurement options for the delivery of Woodlands and Shaws Wood should this not prove viable or possible within the timescales.

Reasons for the decision:

The report showed that a significant amount of work had been undertaken to enable the submission of the Expressions of Interest to relevant Government Departments for PFI Credits. Significant work had been carried out through the Council's planning and surveying teams that had resulted in confirmation that the proposed developments were feasible, acceptable and deliverable. The establishment of a joint Older Persons' Plan Programme Board that included the Council's Portfolio Holder for Health and Community Services, the Chairman of the PCT and West Kent NHS & Social Care Trust together with senior officer representation would also ensure that the Woodlands and Shaws Wood developments were progressed in an integrated way.
