This report summarises the financial monitoring position for the current year to date and provides an outturn forecast. This is based on actual income and expenditure to November 2003 extrapolated to the end of the year.

The Cabinet considered and endorsed the management action summarised in the report to ensure that expenditure was contained within approved budgets.

Cabinet has the responsibility to ensure effective budgetary control to contain expenditure within the approved limits set by Council. Where a budget overspend is forecast, Cabinet supported by management team must identify measures to remove the excess expenditure.
