This report presented the Council's draft capital budget for 2004/2005 based upon the priorities set out in the capital strategy and detailed the schemes put forward to meet the main investment priorities for 2004/2005 and beyond.

The Cabinet endorsed, subject to the capital settlement, the core programme summarised in table 1, and noted the projected funding of that programme (table 2).
The Cabinet agreed the service priorities detailed in table 3.
The Cabinet forwarded the provisional draft budget to Overview and Scrutiny as work in progress inviting them to offer comments on the proposals outlined.

It is the responsibility of Cabinet to develop draft budget proposals for consideration by overview and scrutiny committees. These draft proposals are the first stage of the budget consultation process leading to further discussion by Cabinet and formal council tax setting on 19 February 2004.
