To consider a recommendation from the Finance and Performance Management Overview and Scrutiny Committee following its consideration of a petition submitted to Council on 12 February 2003 regarding disposal of access rights over council land.

281/2003 The Cabinet revoked the former Policy and Resources Committee's decision to declare the relevant access rights surplus and authorise the Director of Finance and Corporate Services to arrange for their disposal.

Members considered that the grant of an access would not be the most appropriate use of this parcel of Council land.The strong objections from residents needed to be taken into account by the Council in reaching decisions on the use of its land.Members were concerned that if access were granted for a single dwelling the Council could be vulnerable to intensification of access rights over this land.
