This report reviews the current arrangements
for developing the Council's policy framework and seeks to clarify
the authority to serve and confirm Article 4 directions.
The current political management arrangements
have been in place since October 2001. This review of the policy
framework will streamline the process and result in overview and
scrutiny committees leading policy development. The removal of
permitted development rights through Article 4 Directions is a
matter for the executive rather than the Area Development Control
Committees.
