166/2003 The Cabinet referred the draft proposals for the Housing Revenue Account Business Plan to the Health and Community Services Overview and Scrutiny Committee for consideration taking into account the views of Cabinet concerning its support for outsourcing the management function and increasing the use of Council void properties for homeless households from 25% to 50%, with this increase being reviewed after the first six months.
167/2003 The Cabinet approved the extension of the Term Maintenance contract for repairs to April 2005.
168/2003 The Cabinet approved the extension of the interim management contract to Pinnacle to 30 September 2003.

Reasons for the decision:

The Council is required to submit a Housing Investment Programme to the Government Office for the South East annually and the plan forms part of this submission. The Housing Revenue Business Account also forms a part of the policy framework and the constitution requires that Cabinet forward the draft document to the relevant overview and scrutiny committee for comments. It will then be referred back to Cabinet and on to Council.Given the small housing base in Medway, which is set to reduce over time, the Cabinet expressed support to the option of outsourcing the management function. This would be subject to ensuring the management was of high quality, costs were lower than the current arrangements and that it is of benefit to the tenants
