Purpose:

In August 2008 Cabinet approved a report detailing how the Council would license Houses in Multiple Occupation (HMO) in accordance with the Housing Act 2004. The revised policy details the procedures that will be undertaken by Medway Council to ensure all HMOs meet the required standards for management, provision of facilities, overcrowding and are free from serious hazards under the Housing Health and Safety Rating System.

Decision:

13/2010 The Cabinet agreed the revised policy for Houses in Multiple Occupation as set out in appendix one to the report.

Reasons for the decision:

An effective policy for HMOs will significantly add to the safety of residents in Medway and ensure the provision of decent quality accommodation for HMO residents, a quality environment and wellbeing of stakeholders. By providing an improved policy framework for such properties, the Council can ensure that decisions regarding possible enforcement action are made in a consistent, fair, transparent manner and proportionate to any breaches in legislation.
