Purpose:

To consider a number of tenders for the provision of school and public transport services.

Decision:

189/2009 The Cabinet agreed the contract awards for the following: Yellow bus MY1&2 service to Manns Travel. Yellow bus MY3 service to Chalkwell Coach & Hire Tours. Supported bus services 120/121, 134, 136, 675 to Arriva Southern Counties. Park and Ride to Arriva Southern Counties.

Reasons for the decision:

The results show that each contract has clearly been awarded on the basis of the most economically advantageous tender. The breakdown of the 100% final score for each of the tenders put forward for each bus service was constructed to obtain the best quality vehicle and operation for the best price.The Yellow Bus school service MY1&2 is awarded to Manns Travel. This option also provides for the best quality vehicle that could be tendered for, a purpose built school bus. This will allow for greater capacity on the vehicle and thus allow greater access for pupils that wish to utilise the service and reduce the cost per student rate.

The Yellow Bus school service MY3 is awarded to Chalkwell Coach & Hire Tours. Again, the option provides for the highest quality of vehicle that could be tendered for, providing the same potential benefits of greater passenger utilisation.The supported bus services 675, 136, 134, and 120/121 are awarded to Arriva Southern Counties. The Park and Ride service is also awarded to Arriva Southern Counties. The high scores across all of these services should ensure an increase in quality for these services, as well as making their proposals the most economically advantageous options.
