This report covers issues relating to the proposed recruitment freeze and recommends a process for taking this forward.

9/2003 The Cabinet agreed the process for approving posts as outlined in section 4 of the report subject to the addition of the following to paragraph 4.2 to the report:-
Impact on service if post is not filled

It is not possible to have a total ban on recruitment without affecting services to the public. Whilst the list of exempt posts will cover the majority of posts which need to be filled to support services to the public, there will inevitably be other posts, which need consideration. The process described in section 4 will enable Cabinet to have sufficient information to decide whether to approve recruitment to certain posts.
