Purpose:

The LEA needs to decide its consultation arrangements for admission to secondary schools in September 2004 and to primary schools during the academic year 2004/2005.

Reasons for the decision:

On balance, because 4.1(iii) of the report would mean some changes for parents for September 2004 and then further, perhaps more significant changes for September 2005, it was agreed to consult on status quo for September 2004 as regards the scheme and other arrangements but include the changes to the oversubscription criteria that were proposed in the pre-consultation and which received a majority view for change. Status quo was also recommended for primary admissions for September 2004 as the DfES had confirmed the implementation date for a primary scheme was September 2005.
