130/2002 The Cabinet recommended to Council to
agree, subject to a further report being presented to Cabinet on 9
July providing more information on how adequate parking in the area
can be achieved:i) to declare Britton Street car park surplus ii)
to declare surplus 21-27 and 30-32 High Street Gillinghamiii) agree
the terms and conditions set out in the report for their disposal
Setting aside from the capital receipt, the disturbance cost for
the surrender/relocation of the commercial tenant form 23 High
Street.
The properties included in this report form
part of the Arden Street/Gillingham High Street Regeneration Area.
The exercise to attract developers for the re-development has
resulted in only one viable scheme coming forward. This development
could incorporate other uses at ground level such as a library
facility/multimedia learning centre and an independent living
centre. An independent living centre could provide a one stop shop
for people with disabilities incorporating advice, equipment
demonstration, housing advice, occupational therapy and grant
funding services.The provision of a further report providing more
information on how adequate parking in the area can be achieved,
would allow members to make a considered decision on whether the
Britton Street car park can be declared surplus.The timetable set
out would ensure that the scheme would be ready to proceed by March
2003 and therefore attract the £1.4m funding from the Housing
Corporation.
