Purpose:

The DCSF funded 'Playbuilder' project will develop 22 play areas for 8-13 year olds across Medway. This will provide greater access to high quality play sites as part of the local and national aim to encourage children to play independently and take risks in a safe and stimulating environment.

Decision:

94/2009 The Cabinet approved the use of the Eastern Shires Purchasing Organisation play framework contract for procurement using a design and build process.
95/2009 The Cabinet agreed to delegate the appointment of companies for each of the 22 schemes in the programme to Director of Regeneration, Community and Culture, in consultation with the Portfolio Holder for Community Services.

Reasons for the decision:

Use of the Eastern Shires Purchasing Organisation (ESPO) framework contract for Playbuilder procurement will ensure innovation in design while maximising value for money as a result of companies competing for work.The delivery programme has limited scope for slippage in Year 1 in particular and the use of ESPO will negate the need for advertising and pre-qualification questionnaires therefore saving valuable time for consultation and on-site implementation.
