Purpose:

The report seeks Members' approval to join the South East Library Management System (SELMS) consortium to procure a new library management system and to approve the funding for the new library management system, five self-issue machines, PC bookings package, and staff scheduling software.

Decision:

46/2008 The Cabinet agreed that Medway libraries join SELMS consortium for the procurement of a new library management system, subject to Council approval of prudential borrowing of £300,000 to meet the capital costs as set out in table 1 of the report.

Reasons for the decision:

The new Library Management System will achieve a reduction in revenue costs over 5 years, approval will enable Medway to meet EU regulations for the provision of a new library management system. The new system will also facilitate the library reorganisation, achieve a more streamlined and efficient library service and meet customer expectations and achieve savings through partnership working and e-government initiatives.
