688EXPEDITED/SUMMARY LICENCE REVIEWS
 Discussion:
 
The Licensing Manager presented a report that informed the Committee of the procedure for expedited/summary premises licence reviews, highlighting the requirement for an initial hearing (Licensing Hearing Panel) within 48 hours of receipt of an application from the Police.

 Decision:
 
The Committee noted the procedure for expedited/summary premises licence reviews and the requirements for a panel meeting within 48 hours of receipt of the Police application.
689CHANGES TO STAFFING STRUCTURE
 Discussion:
 
The Head of Public Protection and Regulation introduced a report that informed Members of the new operational structure of the Licensing Team and the merging of the team under a new manager as a result of the retirement of the Licensing Manager.
Members sought assurances from the Head of Public Protection and Regulation that all Human Resource regulations and practices had been adhered to in relation to the proposals, specifically in relation to the new proposed post of Licensing and Business Development Manager.
Members thanked the Licensing Manager for all his hard work and commended both him and his team for giving a high quality service to both the public, licensees and Members.
The Chairman in particular thanked Mr Webb for his tremendous work and effort and in particular creditted him for the Councils smooth implementation of the Licensing Act 2003.

 Decision:
 
The Committee noted the report and asked the Head of Public Protection and Regulation to provide the committee with a short briefing note assuring members that all Human Resource regulations and practices had been adhered to in relation to the changes to staffing structures.
