A councillor who declares a prejudicial interest must withdraw from the room unless a dispensation has been obtained from the Council's Standard's Committee.
If an interest is not declared at the outset of the meeting, it should be disclosed as soon as the interest becomes apparent. |

5 | LICENSING ACT 2003 - ESTABLISHMENT OF LICENSING HEARING PANELS AND APPOINTMENT OF MEMBERS |
| The report requests members to consider that all licensing matters which require member approval being delegated to Licensing Hearing Panels of three members with the membership being drawn from the Licensing and Safety Committee.

The report also seeks the agreement of political balance being waived for the proposed panels. |

| This report requests the committee to endorse the proposed licensing enforcement strategy. |
