4DECLARATIONS OF INTEREST
 
 (a)Personal interests under the Medway Code of Conduct

A Councillor who declares a personal interest in a matter, including the nature of the interest, may stay, speak and vote on the matter.
 (b)Prejudicial interests under the Medway Code of Conduct

A Councillor who declares a personal and prejudicial interest in a matter, including the nature of the interest, must withdraw from the room and take no part in the debate or vote on the matter.

Councillors who have declared a personal and prejudicial interest may make representations, answer questions and give evidence before leaving the room but only if members of the public are allowed to attend for the same purpose.

If an interest is not declared at the outset of the meeting, it should be disclosed as soon as the interest becomes apparent.
 (c)Whipping - the Council's constitution also requires any Member of the Committee who is subject to a party whip (i.e. agreeing to vote in line with the majority view of a private party group meeting) to declare the existence of the whip and the nature of it before the item is discussed.
5TO CONSIDER REPORTS AS FOLLOWS:
 (A)Veolia Annual Environmental Report 2007 update (Business management)
 
This verbal report provides an update on the activity carried out by Veolia as the contractors to Medway Council providing waste collection, disposal, street cleaning and other associated services. The current contract requires Veolia to provide a report detailing the operation of the contract on an annual basis. Representatives from Veolia will be present at the meeting to provide any additional information or clarification that may be required.

 (B)Local Transport Plan 2 (Policy development)
 
This report informs Members of the proposed amendments to the Local Transport Plan targets and the requirement to produce a mid term delivery report on progress.

 (C)Black sack to blue bag change over (Business management)
 
This report sets out the Council's decision to substitute the delivery of black refuse sacks with blue sacks for recycling.
