The Chairman will announce any late items which do not appear on the main agenda but which he has agreed should be considered by reason of special circumstances to be specified in the reports.
4DECLARATIONS OF INTEREST
 
 (a)Personal interests under the Medway Code of Conduct

A Councillor who declares a personal interest in a matter, including the nature of the interest, may stay, speak and vote on the matter.

 (b)Prejudicial interests under the Medway Code of Conduct

A Councillor who declares a personal and prejudicial interest in a matter, including the nature of the interest, must withdraw from the room and take no part in the debate or vote on the matter.

Councillors who have declared a personal and prejudicial interest may make representations, answer questions and give evidence before leaving the room but only if members of the public are allowed to attend for the same purpose.

If an interest is not declared at the outset of the meeting, it should be disclosed as soon as the interest becomes apparent.
 (c)Whipping - the Council's constitution also requires any Member of the Committee who is subject to a party whip (i.e. agreeing to vote in line with the majority view of a private party group meeting) to declare the existence of the whip and the nature of it before the item is discussed.
5TO CONSIDER REPORTS AS FOLLOWS:
 (A)Audit Commission report on Strategic Housing (Policy development)
 
The Audit Commission undertook an inspection of the Council's strategic housing in January 2008. The Commission rated the Council as poor and this report will detail those outcomes and provide an action plan in response to the issues raised.

 (B)Local Area Agreements update and next steps (Policy development)
 
This report updates the Committee on progress in agreeing and implementing the second local area agreement (LAA) which is the key document setting the improvement priorities for Medway to be delivered by the council and its partners. The report also sets out progress in the development of new working arrangements for the local strategic partnership (LSP), the arrangements for monitoring performance against the LAA targets and the role of overview and scrutiny committees in scrutinising the achievement of LAA outcomes.

 (C)Performance Plan indicators 2007/2008 (Performance management)
 
This report will set out the year end critical success factors for 2007/2008 in place of the Performance Plan which the Council is no longer required to produce. This report will be submitted to Cabinet on 5 August 2008.

 (D)Capital Budget Monitoring 2008/2009 (Budget scrutiny)
 
The report presents the capital budget monitoring for the period to May 2008 with an outturn forecast for 2008/2009.

This report summarises the revenue budget monitoring position for the current year to date. This is the first monitoring report for the year and is based on actual income and expenditure to May 2008.

 (F)Housing Revenue Account Capital Programme 2008/.2009 (Budget scrutiny)
 
The purpose of this report is to provide Members with the detailed Housing Revenue Account Capital Programme for 2008/2009 and requests that Members of the Committee endorse the programme.

Members are asked to consider whether to make any amendments to the work programme and to note the work plan of all overview and scrutiny committees for the last cycle of meetings and next cycle.
