4DECLARATIONS OF INTEREST
 
 (a)Personal interests under the Medway Code of Conduct

A Councillor who declares a personal interest in a matter, including the nature of the interest, may stay, speak and vote on the matter.
 (b)Prejudicial interests under the Medway Code of Conduct

A Councillor who declares a personal and prejudicial interest in a matter, including the nature of the interest, must withdraw from the room and take no part in the debate or vote on the matter.

Councillors who have declared a personal and prejudicial interest may make representations, answer questions and give evidence before leaving the room but only if members of the public are allowed to attend for the same purpose.

If an interest is not declared at the outset of the meeting, it should be disclosed as soon as the interest becomes apparent.
 (c)Whipping - the Council's constitution also requires any Member of the Committee who is subject to a party whip (i.e. agreeing to vote in line with the majority view of a private party group meeting) to declare the existence of the whip and the nature of it before the item is discussed.

The Portfolio Holder for Frontline Services will attend the meeting to give account of his performance against the Council's targets in his portfolio.

 (B)Petitions (Petitions)
 
The report advises the Committee of the petitions presented to the Mayor at Council meetings including a summary of officers' responses to the petitioners.
A petition has also been referred to the Committee for consideration, in accordance with the Council's Constitution, as the petitioners are dissatisfied with the response they received.

This report responds to a request by the Committee that officers report back with a timetable for producing a 'Strood Town Centre Action Plan'.

The report details progress against priorities and gives an update on a stakeholder engagement initiative and delivery priorities until 2011. It also seeks Members' views on priorities to be monitored over the next twelve months.

This report presents for consideration the Cabinet's draft capital and revenue budgets for 2009/2010.

 (G)Work programme (Business management)
 
The report advises the Committee of the current work programme. It gives Members the opportunity to shape and direct the Committee's activities for the forthcoming year.

 (H)Member's item - Medway Tunnel
 
This report is in response to a request from Councillor Godwin and provides information on the finances for the Medway Tunnel.
There is an exempt appendix for this report that provides details of the financial and business affairs of the Rochester Bridge Trust.
