86ELECTION OF CHAIRMAN
 
Michael Coulson (independent member) was elected as Chairman.
87ELECTION OF VICE-CHAIRMAN
 
Alan Povey (independent member) was elected as Vice-Chairman.
88RECORD OF THE MEETING
 
The record of the meeting held on 21 February 2007 was agreed and signed by the Chairman as correct.
89APOLOGIES FOR ABSENCE
 
Apologies for absence were received from Anthony Dance (independent member).
90REVISION OF INVESTIGATION AND LOCAL DETERMINATION PROCEDURES
 Discussion:
 
The Monitoring Officer presented a report that asked the Committee to agree that the Monitoring Officer use the Standards Board for England guidance when conducting an investigation referred to her from them.
The Committee also discussed the formation of potential Standards Committee hearings for investigations relating to both Council and Parish members.

 Decision:
 
The Committee agreed that:
 (a)the Monitoring Officer may/can amend the procedures to reflect the guidance issued by the Standards Board and that the revised procedures are circulated to members of the Committee when completed;
 (b)the membership of Standards Committee hearings will comprise of 2 independent members and 1 Council member (or 1 Parish member where the investigation involves a Parish member) and that members should be selected in alphabetical name order and rotated alphabetically for each subsequent individual hearing.
91APPOINTMENT OF NEW MEMBER
 Discussion:
 
The Monitoring Officer presented a report that asked the Committee to recommend to Full Council that the Monitoring Officer and Chairman of the Standards Committee be authorised to interview and appoint a suitable candidate to the Standards Committee.

 Decision:
 
That the Monitoring Officer and Chairman of the Standards Committee be authorised to interview for a new independent member and to make a recommendation to Full Council for appointment.

 Discussion:
 
The Monitoring Officer presented a report that informed members of the Committee of the latest Standards Bulletins.
