The record of the meeting held on 21 September 2005 was signed by the Chairman as correct.
580APOLOGIES FOR ABSENCE
 
Apologies for absence were received from Councillors Kearney and Mrs Shaw and Christine Johnson (independent member). The Committee agreed to authorise Christine Johnson's period of absence from meetings of the Committee until the next meeting scheduled for 4 January 2006 in accordance with the provisions of section 85(1) of the Local Government Act 1972.
581URGENT MATTERS BY REASON OF SPECIAL CIRCUMSTANCES
 
The Chairman agreed that the Committee hear an urgent report relating to a dispensation for members to consider licensing applications from Medway Council.

582PRESENTATION BY GOVERNOR SERVICES MANAGER
 Discussion:
 
The Governor Services Manager gave members a presentation to the Committee on the work of school governors and governor services.
 Decision:
 
Members noted the information from the presentation and asked the Governor Services Manager to send a copy of the declaration of eligibility to all Standards Committee members.
583GENERAL UPDATE ON STANDARDS ISSUES
 Discussion:
 
The Chairman updated the Committee on issues arising relating to the work of the Kent and Medway Independent Members of Standards Committees Group.
The Monitoring Officer noted that there would be a second meeting between the Monitoring Officer and the parish councils on 22 November 2005.

 Decision:
 
Members noted the feedback given from the meeting of independent members.
Members agreed that planning applications should be considered at the joint Monitoring Officer/parish clerks' meeting.
584DISPENSATION FOR MEMBERS TO CONSIDER LICENSING APPLICATIONS
 Discussion:
 
The Monitoring Officer presented a report that sought the Committee's agreement for members to consider licensing applications by Medway Council.
 Decision:
 
The Committee agreed that members of Medway Council, whose only potential interest in a licensing application by the Council arises from that membership of the Council, may sit and determine licensing applications by the Council.
