Councillor Jim Gilbourne - Other Significant Interests - Councillor Gilbourne referred to planning application MC/25/1084 Hempstead Library, Hempstead Road, Hempstead, Gillingham ME7 3QG and stated that he sat as a Managing Trustee on the Hempstead Village Hall Management Committee which had a lease with Hedgehogs Nursery so would withdraw from the meeting and take no part in the discussion or determination of the application.

Councillor Lia Mandaracas - Other interests - Councillor Mandaracas referred to planning application MC/25/1112 Land adj to 91 Hawbeck Road, Parkwood, Gillingham Medway and stated she had limited involvement with this planning application whilst working with the local MP and would, therefore, withdraw from the meeting and take no part in the discussion or determination of the application.
Councillor Smitha Campbell - Other interests - Councillor Campbell referred to planning application MC/25/1112 Land adj to 91 Hawbeck Road, Parkwood, Gillingham Medway and stated although she worked for the local MP, she did not undertake case work so had no involvement in this planning application and would remain and take part in the discussion of this application.

Councillor Chrissy Stamp - - Councillor Stamp referred to planning application MC/25/1488 25 Franklin Road, Gillingham, Medway ME7 4DF and stated she had known the applicant for a number of years, they were friends on facebook, but not close friends and did not socialise together, however, had no discussions regarding this planning application.
Councillor Smitha Campbell - Other interests - Councillor Campbell referred to planning application MC/25/1488 25 Franklin Road, Gillingham, Medway ME7 4DF and stated that she had met with the applicant and his brother briefly whilst working in the office with MP Naushabah Khan, however, had no discussions regarding this planning application.

Councillor Smitha Campbell - Other interests - Councillor Campbell referred to planning application MC/25/0753 Former St John Fisher School site, 79 Maidstone Road, Chatham Medway and informed the Committee that as she wished to address the Committee as Ward Councillor on this planning application, she would take no part in the determination of the application.

Councillor Phil Filmer - Cllr Filmer passed away on 5 May 2026. Our deepest sympathy goes to his family and friends at this time - Other Significant Interests - Councillor Filmer referred to planning application MC/23/0855 Land east of High Halstow and stated that as he had a property 20 metres away from the site, he would withdraw from the meeting and take no part in the determination of the application.

Councillor Mrs Elizabeth Turpin - Other interests - Councillor Mrs Turpin referred to planning application MC/25/1506 Shaftesbury House, Upnor Road, Upnor, Rochester, Medway ME2 4XB during consideration of the item, disclosing that she was a Landlord with HMO properties, however, given this item did not relate to policy, she would take part in the determination of this application.
Dave Harris - Other interests - Dave Harris, Chief Planning Officer, referred to MC/25/1506 Shaftesbury House, Upnor Road, Upnor, Rochester, Medway ME2 4XB and stated that he knew a number of people, socially, in the village as a result of previous employment in the area which had ended around 12 years ago, some of whom could have made representatives on this application. He stated that as a result of this he had no involvement in any planning applications in Lower Upnor, including this item. He withdrew from the meeting for this item.

Councillor John Williams - Other interests - Councillor Williams referred to planning applications MC/23/1934 - Land at Ratcliffe Highway, Hoo St Werburgh, Rochester Kent and stated that although he was a member of The Independent Group, he had not been involved in the representations submitted by the group for the two planning applications, which had been signed by Councillor Crozer, Councillor Pearce and Councillor Sands only.

Councillor John Vye - Other Significant Interests - Councillor Vye referred to planning application MC/25/0965 Land to the south of Former Upnor Public Convenience including Foreshore and Bed of the River Medway, Lower Upnor, Rochester and stated that he knew the owner of Port Werburgh and they were one of Reform UK Group’s sponsors. The marina was close to the applicant’s pontoon, therefore, Councillor Vye would withdraw from the meeting and take no part in the determination of this planning application.
