To elect the Chairperson and Vice-Chairperson of the Licensing Sub-Committee of the Licensing and Safety Committee for the 2025/26  municipal year. 

The Sub-Committee elected Councillor McDonald as Chairperson and Councillor Browne as Vice Chairperson for the 2025/2026 Municipal year.

Apologies for absence were received from Councillors Fearn and Nestorova.

To approve the record of the meeting held on 11 April 2025.

The record of the meeting held on 11 April 2025 was agreed and signed by the Chairperson.

This report summarises the content of agenda item 7 which, in the opinion of the proper officer, contains exempt information within one of the categories in Schedule 12A of the Local Government Act 1972. It is a matter for the Sub-Committee to determine whether the press and public should be excluded from the meeting during consideration of these documents.

The Sub-Committee agreed to exclude the press and public from the meeting during consideration of agenda item 7 because consideration of these matters in public would disclose information falling within paragraphs 1, 2 and 5 of Part 1 of Schedule 12A of the Local Government Act 1972 as specified in agenda item 5 (Exclusion of press and public) and, in all the circumstances of the cases, the Sub-Committee considered that the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

The Licensing Sub-Committee are requested to consider an appeal submitted against the revocation of a Private Hire Driver Licence.

Discussion:

The Licensing Sub Committee considered an appeal against the revocation of a Private Hire Driver Licence.

Decision:

The committee listened carefully to all the written and oral submissions from the appellant and the Licensing Authority.

After careful consideration of the representations made at the meeting, the Sub-Committee decided to dismiss the appeal against the revocation of the Private Hire Licence and uphold the Licensing decision to revoke the Private Hire Driver Licence due to the duty to ensure the safeguarding and safety of all passengers.
