Declarations of disclosable pecuniary interests and other interests

A member need only disclose at any meeting the existence of a disclosable pecuniary interest (DPI) in a matter to be considered at that meeting if that DPI has not been entered on the disclosable pecuniary interests register maintained by the Monitoring Officer.

 

A member disclosing a DPI at a meeting must thereafter notify the Monitoring Officer in writing of that interest within 28 days from the date of disclosure at the meeting.

 

A member may not participate in a discussion of or vote on any matter in which he or she has a DPI (both those already registered and those disclosed at the meeting) and must withdraw from the room during such discussion/vote.

 

Members may choose to voluntarily disclose a DPI at a meeting even if it is registered on the council’s register of disclosable pecuniary interests but there is no legal requirement to do so.

 

Members should also ensure they disclose any other interests which may give rise to a conflict under the council’s code of conduct.

 

In line with the training provided to members by the Monitoring Officer members will also need to consider bias and pre-determination in certain circumstances and whether they have a conflict of interest or should otherwise leave the room for Code reasons.

Ted Baker and Paul Harriott - Conferment of Title of Honorary Aldermen of the Borough pdf icon PDF 22 KB

This report has been prepared at the request of the Leader at the Full Council meeting on 23 April 2015 and invites the Council to consider a proposal to confer the status of Honorary Alderman of the Borough on Ted Baker and Paul Harriott.

This report provided details of a proposal to confer the status of Honorary Alderman of the Borough on Ted Baker and Paul Harriott in recognition of outstanding service as past Members of the Council, ensuring the honourable perpetuation of their memory within the community, in accordance with section 249 of the Local Government Act 1972.

 

With reference to paragraph 3.4 of the report, The Worshipful the Mayor of Medway informed Members that Ted Baker had asked for it to be placed on record that he was still serving as a Trustee and Governor of Sir Joseph Williamson’s Mathematical School.

 

The Leader of the Council, Councillor Jarrett, supported by Councillor Maple, proposed the recommendations set out in the report.

 

Councillors Brown-Reckless, Tolhurst, Bowler, Rodney Chambers OBE and Griffiths paid tribute to both Ted Baker and Paul Harriott.

 

The Council agreed, in pursuance of the power vested in it by virtue of section 249 of the Local Government Act 1972, to confer the title of Honorary Alderman of the borough on Ted Baker and Paul Harriott in perpetuity on the basis that they may, from time to time, be invited to participate in civic ceremonies as the Council may decide.

 

The Worshipful the Mayor of Medway presented Ted Baker and Paul Harriott with commemorative scrolls, following which both Ted Baker and Paul Harriott addressed the Council.

 

Decision:

 

The Council agreed, in pursuance of the power vested in it by virtue of section 249 of the Local Government Act 1972, to confer the title of Honorary Alderman of the borough on Ted Baker and Paul Harriott in perpetuity on the basis that they may, from time to time, be invited to participate in civic ceremonies as the Council may decide.
